More than 1.5 billion people live in fragile and conflict-affected states, or in countries where levels of criminal violence are very high. Over 51 million people are forcibly displaced as a result of persecution, conflict, generalized violence, or human rights violations. While women, men, girls and boys all suffer in crisis, women and girls face greater obstacles to reaching their full potential and leading safe, healthy, and dignified lives due to structural gender inequalities. Women, girls and boys are 14 times more likely to die in a disaster than men. In societies where people are discriminated against based on gender, ethnicity, class, or caste, being a man or woman is often a decisive factor in determining the levels of risk they face from shocks, as well as the resources and options they have to cope with those shocks. Moreover, women and girls struggle to be heard and to be given the opportunity and access to resources to make decisions that could save themselves and their families and communities during crises.
